The Fire Safety Order (FSO) applies to all non-domestic premises in England and Wales. The Regulatory Reform (Fire Safety) Order 2005 came into effect in October 2006 replacing over 70 pieces of fire safety law. The order applies to common parts of blocks of flats and houses in multiple occupation.

Introduction
This Fire Risk Assessment has been commissioned to provide a thorough review of the fire safety arrangements at the premises. Its purpose is to identify potential hazards, evaluate the risk to life and property, and ensure that proportionate measures are in place to prevent, detect, and respond to fire.
The assessment has been carried out in accordance with the requirements of the Regulatory Reform (Fire Safety) Order 2005, which places a duty on the responsible person to take general fire precautions to ensure, as far as reasonably practicable, the safety of employees and other relevant persons. This report also considers relevant guidance from the Fire Safety Act 2021 and other applicable best practice standards.
The findings of this report are intended to support the duty holder in achieving and maintaining compliance, while also promoting best practice in fire safety management. Each recommendation is prioritised according to risk level, enabling informed decisions about remedial action and investment in fire safety improvements.
It is important to note that this assessment represents a snapshot of the fire safety provisions and risks present at the time of inspection. Regular review is essential, particularly following any significant changes to the premises, occupancy, or fire safety systems.
